The Wall Street Journal reports [reg. required] that an enterprising software retailer used the Freedom of Information Act (FOIA) to obtain a list of students' names and addresses from West Virginia University--then used the list to send the students spam. This creative "re-purposing" of the FOIA was uncovered by student activist Matthew Poe, previously involved in a lawsuit challenging free-speech restrictions on the WVU campus.
