(Reuters) Two consumer groups- the Telecommunications and Research Action Center and the National Consumers League and Consumer Action- have asked the Federal Trade Commission to draft new rules for e-mail marketers. Individuals can support the consumer groups' petition and air out scam horror stories at www.banthespam.com.
In a formal petition filed on Tuesday, the groups said they want the FTC to broaden its efforts beyond pyramid schemes and other obvious scams. Spammers should be required to identify themselves properly, make their pitches honestly, and honor consumer requests to be removed from their contact lists, the groups said, as telemarketers are already required to do.

Thus far, twenty-six states have passed anti-spam laws, while efforts to pass a national law have received opposition from direct marketers who say their activities would be unfairly limited. The FTC has, however, announced 130 settlements with deceptive spammers and other online fraudsters since January. It also encourages consumers to forward any spam they receive to the e-mail address uce@ftc.gov
Unsatisfied, the consumer groups said a clearly defined set of rules would give the FTC more tools for enforcement, let marketers know what was acceptable, and inform consumers of their rights.
