Security While reading how hacking tools might become weapons of the state, I came across an SSRN essay by Fordham Univ School of Law's Joel Reidenberg focusing on how states might "harness the power of technological instruments such as worms, filters and packet interceptors to enforce decisions and sanction malfeasance." Interesting read.
