Canadian ISPs to Pay Royalties to Artists?

Copyright According to CTV.ca, a group representing Canada's songwriters will ask the Supreme Court to rule that ISPs also pay them royalties in regard to music file downloads, regardless of whether the ISP is transmitting legally or illegally downloaded music. All of this is in *addition* to the current tax on blank CDRs. Could this set a precedent for other British Commonwealth countries?

    It just hit me that most web caching software is web (i.e. http ) based. This means that, even for those ISPs who use caching software, most (almost all) of of the music that goes thru their pipes is not going to get cached anyways.
