Declan on Open Code politics

Open Source Mr Declan McCullagh has published a new Cnet News.com column on the politics related to open code. Mr McCullagh deals with the question of open code in public procurement and the caveats of a 'Peru law', mandating open code in the administration.

    By "Open Code" do you mean both GPL and open-source?

    Technically GPL is a subset of open-source by definition, but I like the idea of using a different term to describe both because of the subtle but important differences between the two.

    Yes, I mean both GNU GPL licensed software and other software licensed under "open" or "free" licenses (such as "open source"). Since there is some controversy around the use of the terms "free software" and "open source" I choose to call all code that have access to the source code, right to modification and distribution of the modified copies "open code".
