Dynamic User Fees for Wireless Spectrum

News Eli Noam has a novel solution to spectrum policy: combine the unfettered access of open spectrum with the efficiency and conservation benefits of property rights by creating dynamic user fees (in which users pay a charge for using certain frequency bands that varies with congestion). Benefits include lower barriers to entry, no costly up-front licences, prevention of price cartels, revenues for government, and no overgrazing certain frequences. (As a HAM, I appreciated his mention of competition for repeaters)
