Bush Administration Secretly Plans Disturbing Sequel to Patriot Act

Civil Liberties Buck Mulligan writes "The Center for Public Integrity has obtained draft legislation titled the "Domestic Security Enhancement Act of 2003." The new legislation would expand surveillance power, increase government access to private data, and expand the definition of terrorist activities. The legislation would also allow the creation of a DNA database for suspected terrorists." Georgetown Law Professor David Cole said of the draft bill that it “would radically expand law enforcement and intelligence gathering authorities, reduce or eliminate judicial oversight over surveillance, authorize secret arrests, create a DNA database based on unchecked executive ‘suspicion,’ create new death penalties, and even seek to take American citizenship away from persons who belong to or support disfavored political groups.” The complete draft is available in PDF format (12 Mb) (update by RR: Privacy.org has also put up a PDF copy.)
