Congress Approves Small Webcaster Settlement Act

News The Small Webcaster Settlement Act (H.R. 5469) was approved by Congress on late Friday night. The bill would allow copyright owners and those who collect royalties on their behalf, to negotiate a small webcaster revenue-based royalty rate that would be available to all qualifying webcasters. Under the act, this alternative arrangement can take place without worry of breaking the royalty structured laid out earlier this year by the Copyright Arbitration Royalty Panel, which based royalties on the number of songs played, rather than revenues of each webcaster.
