In a forthcoming Northwestern University Law Review article, Orin Kerr argues why he thinks the Patriot Act is not the Orwellian law some have suggested. According to Kerr, the Patriot Act changed Internet surveillance law in only minor ways and added several key privacy protections. Kerr is Associate Professor at George Washington University Law School.
