Wish List: Remove Spam From the Shelves

News Look at your in-box and see the proof: About 15 percent of all email-traffic is spam. Some ISPs say spam has increased by about half in the past year, and on a given day, the FTC receives 40,000 spam complaints through its spam-reporting site. What can the FTC do with these messages? Virtually nothing; to date, the commission has brought suit in only 32 spam-related fraud cases. Why so few? What can be done to prevent spam? Read this New York Times article (registration required) for a well-thought-out overview of the spam situation.

    I am a lawyer in Sao Paulo, Brazil, and I am currently enrolled in a Masters of Law course where I study cyberspace law. At our law office, about 50 to 60% of messages are spam. In Brazil we have no legislation of any sort regarding this matter, and the authorities don't seem to think they are an issue. Curiously enough, I feel there also is little interest elsewhere regarding this subject, even though we are all annoyed with so many unsolicited commercial messages. Is there any specific web site I could check for pending and current US and foreign legislation on this matter?

    Not counting, of course, listservs that I'm on. My email address has been used since about 1997, and it's been widely published on all sorts of websites. Many would consider it a miracle that I haven't yet been driven to use any filtering software, though I'm quickly being driven there.
