Library of Congress Rejects Webcasting Licensing Plan

The U.S. Library of Congress rejected a proposal that would have drastically increased the cost of webcasting for Internet broadcaster. The proposal by the Copyright Arbitration Royalty Panel's would have made licensing fees paid by webcasters directly proportional to the number of listeners that tuned in to the webcast. Currently, "terrestial" radio stations do not pay royalties to recording artists -- only to publishers and songwriters. Further, the amount paid is based on a radio site's revenues. Webcasters have argued for a similar system for their broadcasting. Newsbytes has coverage, as does Wired news, both of which provide background on this debate.
