This News.com article reports that an anonymous online survey of more than 3,000 developers found that almost 70 percent of respondents keep a personal library of code that they freely carry from employer to employer.
How do you determine whether or not a "substantial" part of the code had been copied? Percentage of code? Or skill and labor involved for the copied bits of code?
(If only we had a software dev version of TurnItIn.com._
