FTC to Consider Using Bounty Hunters

News /. links to this Dayton Daily News article on the FTC studying the feasibility of using bounty hunters to track down spammers. While I love the idea, to others, such as Information Technology Association of America's Mark Uncapher and FTC staff atty Brian Huseman, locating spammers would be difficult without some sort of law enforcement or subpoena power. Other optimists in my camp: Larry Lessig, John Palfrey, Rep. Zoe Lofgren, D-Calif., and Sen. Jon Corzine, D-N.J..

If this passes, what clever tools do you think bounty hunters will develop? And do you think this would motivate spammers to rat on each other?
