New Library Fees in France

Copyright miladus writes "The French parliament just approved a new law that will pay publishers and authors for each book borrowed from a library. The government will reimburse publishers 1.50 € for each registered library user (1 € for each registered student).  The money is to be shared equally between publishers and authors. Libraries will also pay an extra 6%  when purchasing a book in order to cover 'borrowing benefits'.

    While the fees are initially modest, this added to near perpetual copyright and the DMCA is obvious, only the rich will be able to learn. Granted this was the way things worked for millennia, but it chokes off the social mobility that modern democracy is based upon.
